It can make sense. As part of teaching hygiene, when it's done in a child-friendly and gentle way.
Kids are supposed to learn to get clean on their own. Along the way, a certain attitude sneaks in: “You just have to put up with it.”
Redness, burning, or frantic wiping then count as a normal part of learning. That learning is also possible without unnecessary irritation rarely crosses anyone's mind.
Children's skin is more sensitive, and the coordination for wiping is still developing. Dry paper leads more quickly to irritation or incomplete cleaning.
A butt shower can help teach cleanliness in a clear and gentle way: clean, rinse, done. It doesn't replace an explanation, it supports one.
“Then kids won't learn to wipe properly”
They will. It's about being clean, not about technique training.
“That's coddling them too much”
Being gentle does no harm.
“Kids don't need this”
Some don't. Some do.
Hygiene is something you learn. How you learn it makes the difference. Gentle doesn't mean careless.
Talk with your child about what clean means, and try out together what works well.
